Make-up Prayer or Voluntary Prayer?

Q: Can I pray voluntary prayers if I have many missed prayers to make up.

A: When you have missed obligatory prayers to make up, purely voluntary/nafl mutlaq prayers are not allowed and do not count. Other prayers such as the Eid prayer and the highly recommended specific prayers such as the ratibah prayers and witr are permitted.

so if someone who Didn’t pray for let’s say 3 years, he should first make up for the prayers that he has missed and while he is making it up he is not allowed to pray any nafl prayer but should only make up the missed prayers?
