Is it permissible for a women to make Umrah during her iddah?
No, “a women in her iddah, due to the death of her husband, is not to leave (her husband’s home) for Hajj or anything else... if she went out for it and her husband dies while underway, she is to return if close and continue if not.” Source: al-Mughni
